Joining the Housing Register

Welcome to the Southampton City Council online housing application form. Please complete this form if you would like to join the waiting list for social housing in Southampton. Once you have completed the form in full, and all documentation has been provided (see list below), your application will be assessed to determine if you are eligible and qualifying. If accepted you will be able to bid for accommodation through Homebid.

Please be aware that there is a considerable wait for social housing in Southampton and it may be a long time before you are successful in your bid for accommodation.

Documents you must provide.

We will not be able to process your application if this is not provided.

UK applicants

  • Current passport or birth certificate for all parties included on the application.
  • National Insurance number proof for all adults included on the application– e.g. National insurance card, recent wage slip, P45, recent letter from Benefits Agency.
  • Proof of current address for the main applicant(s)- eg. recent utility bill, recent bank statement, tenancy agreement.
  • Proof of child benefit for all children in household, such as a recent child benefit award letter or a full bank statement which shows both your name and address and proof that payments are paid into your account,

EEA applicants

  • Current passport or birth certificate for all parties included on the application.
  • Proof of either settled status or pre-settled status. - View and prove your immigration status - GOV.UK (Welcome to GOV.UK )
  • Proof of National Insurance number for all adults included on the application– e.g. National insurance card, recent wage slip, P45, recent letter from Benefits Agency.
  • Proof of current address for the main applicant(s) - eg. recent utility bill, recent bank statement, tenancy agreement.
  • Proof of child benefit for all children in household, such as a recent child benefit award letter or a full bank statement which shows both your name and address and proof that payments are paid into your account,
  • Proof of school attendance or GP registration for all children in household.


Applicants subject to Home Office Immigration Control

  • Current passport for all parties included on the application.
  • Current Visa and Home Office documents for all parties included on the application.
  • National Insurance number proof for all adults included on the application– e.g. National insurance card, recent wage slip, P45, recent letter from Benefits Agency.
  • Proof of current address for the main applicant(s) - eg. recent utility bill, recent bank statement, tenancy agreement.
  • Birth certificates for all children in household
  • Proof of child benefit for all children in household, such as a recent child benefit award letter or a full bank statement which shows both your name and address and proof that payments are paid into your account,

It may be necessary for us to request additional documents to complete your housing assessment.


Please also ensure you have your full five year address history as this will be required to complete the form.
